3-D system to keep an eye on illegal constructions in CapitalBy sachiv, Section News
The Ministry of Science and Technology has come up with 3-D Geographical Information System (GIS) to keep a check on unauthorised constructions in the Capital. GIS would work with high- resolution satellite and special detection cameras fitted in different zones of the city.
Union Minister and Chandni Chowk MP Kapil Sibal, who presented a live demonstration of a pilot project conducted in the Walled City along with a presentation, said that this technology will make use of satellite images and map urban structures in the city. "The images supplemented with videos, photos and field surveys will then help us keep a check on every new construction in the city," he said. Explaining further, Sibal said that the Ministry has already set up a pilot project in the city zone that includes the entire Walled City and adjoining areas. "Every possible shop, household and even a window has been mapped through satellite images, images recorded by four fixed cameras in the Walled City and the field survey done by MCD employees. We have a 3-D image of each structure. Any sort of construction carried by the owners of the mapped structure will be recorded by the fitted cameras and construction can be monitored from a control room," Sibal said.
While four cameras have already been fitted, the Ministry is set to install four more cameras in the area. Each camera can cover a radius of 5 km. A monitoring room has been set up at the city zone office at Asaf Ali Road and the area can be monitored through four TV screens set up in the room.
Pointing out the benefits of the technology, Sibal said that it could be used for property tax collection, surveillance of law and order and even traffic management. "With the Commonwealth Games drawing near, we could use this technology to monitor the progress in the construction of flyovers, roads and stadia," he said. The Ministry has already presented the project to the Delhi Chief Minister and the Home Ministry. "The pilot project costs about Rs 30 crore and if implemented all over Delhi, it may cost Rs 100 crore. It is completely up to the government and the MCD to use the technology".
